This speech — to a gathering of several hundred judges, academicians and lawyers from all over Latin America — explains the historical and societal rationale for private sector efforts on behalf of the rule of law. “I start from a simple proposition that I once took on faith but now can take on the basis all of the available empirical evidence. That proposition is simply this: Societies invent rules of law to suppress violence. If this is true, then its converse must also be true: Societies without rules of law must descend to violence…. And they do.”
